Any 3-socket eth elite armor. They’re fairly close on defense and treachery has no enhanced defense mod, so it won’t be compounding the difference of a high range one vs a lower range one. Couple that with its relative cheapness to make, there’s no reason to hold out for an absolutely perfect base, just use the best you have. Finally a kindred spirit. I've been playing d2 every ladder reset for about 18 years and end game top tier merc has always been fortitude and eaither upped eth vamp gaze or Andy's. Or in non-d2r ebug stone was also a top tier choice. A real shame they took it out. Once chilling armor procs it makes a merc basically untouchable.

Never made a fortitude, not even when I played back in the days, so I just wartend to make sure this armor would make for a solid base. If you're thinking end game gearing wise you can consider both the A5 and A2 merc. Since the A5 merc can now equip axes then you have the possibility of running Might/Fanaticism.
