Many fights take a lot of running, so one more stack to keep up will only make things way too complicated, especially if you are also using Libram of Three Truths.

Considering that Wrathstone is a 100% up each two min, and that Mirror of Truth only has a 10% proc chance every 45 seconds, the Wrathstone is better.
